No, tinted windows are not illegal in Ireland — but the front glass has a light limit and the rear does not. Here is the line, in plain English.
The short answer
Tinted windows are legal in Ireland. The windscreen and the two front side windows must let through at least 65% of light. Behind the B-pillar — the rear side windows and the back screen — there is no light limit at all.

Why so many cars look very dark and are still legal
Most of the dark glass you see on Irish roads is behind the driver. That glass is unrestricted, so a 5% "limo" shade on the rear of a family SUV is perfectly legal. Plenty of cars also leave the factory with privacy glass already fitted in the rear.

What a Garda check looks like
A roadside check is a judgement call on the front glass. If the film is obviously heavy on the driver's door, expect to be asked about it. Film fitted at the legal limit is not something you will be pulled over for.
